China Continues to Strengthen Regulation on Off-Campus Tutoring Industry

On 3 Nov. 2021, the State Administration for Market Regulation and other seven authorities jointly issued the “Notice of Effectively Controlling Off-Campus Tutoring Advertisements” (hereinafter “the Notice”, 關(guān)于做好校外培訓(xùn)廣告管控的通知) to strengthen control of off-campus tutoring advertisements.

The Notice clarifies stricter regular control on off-campus tutoring advertisements. The off-campus advertisements will be included as an important part of the qualification management of off-campus tutors.

In terms of media management, it specifies more effective governance on off-campus tutoring advertisements to tackle disguised off-campus advertisements in the form of TV programs or columns and sponsored content.

Earlier this year, China imposed extremely stringent regulation on the off-campus tutoring industry by promulgating the “Opinions on Further Reducing Burden of Excessive Homework and Off-campus Tutoring for Students Undergoing Compulsory Education”(hereinafter “the Opinions”, 關(guān)于進(jìn)一步減輕義務(wù)教育階段學(xué)生作業(yè)負(fù)擔(dān)和校外培訓(xùn)負(fù)擔(dān)的意見) in July.

The regulation of advertisements in this industry is also part of wider efforts to implement the Opinions.
