Public Comments are sought on Regulations on Ecological Protection Compensation (Draft for Public Comment) until 27 Dec. 2020.
On 27 Nov. 2020, the National Development and Reform Commission ("NDRC") issued the proposed Regulations on Ecological Protection Compensation (Draft for Public Comment) (“Draft for Public Comment”, 生態(tài)保護(hù)補(bǔ)償條例(公開(kāi)征求意見(jiàn)稿)) and the drafting instructions for public comments. The period for public comments is from 27 Nov. 2020 to 27 Dec. 2020.
Ecological protection compensation (生態(tài)保護(hù)補(bǔ)償) mentioned in the Draft for Public Comment refers to an incentive system arrangement under which appropriate compensation shall be made for the additional expenses and costs incurred by ecological conservationists due to their performance of ecological protection responsibilities by means of financial transfer payment or market transaction, etc. The Draft for Comment aims to provide guidelines for ecological beneficiaries to perform the obligation of ecological compensation, encourage the ecological conservationists to protect the ecological environment, build up positive interaction between the ecological conservationists and the beneficiaries and promote the sustainable economic and social development as well.
